The OER Dynamic Coalition was launched by UNESCO on 2 March 2020 and has been established to support the implementation of the UNESCO OER Recommendation, approved unanimously in 2019.

The OER Dynamic Coalition consists of four Working Groups dedicated to the first four Areas of Action laid out in the Recommendation, namely: capacity building, supportive policy, fostering the inclusive and equitable qualities OER, and sustainability models.

The main goals of the OER Dynamic Coalition are: to expand and consolidate commitments to actions in the area of OER and to promote and reinforce international cooperation among all relevant stakeholders.

Some of the guiding principles of the OER Dynamic Coalition are gender equality, geographic distribution, and open and accessible participation for all stakeholders to contribute ideas, knowledge and information.

The UNESCO Chair in Distance Education coordinator, Tel Amiel, is co-chair of the Working Group in Sustainability and member of the Advisory Group lead by UNESCO.
